The earliest had happened in April. None of the three companies noticed. That last sentence is the story: the binding constraint is no longer model capability, it is detection. And for anyone deploying AI in Japan — where the AI Promotion Act imposes no fines, no bans and no conformity assessments, only guidance and 'name and shame' — there is no certificate to hide behind.
